To become Miss Arkansas you must win one of the state's local titles or apply at the end of the season as an At-Large contestant, be 18 to 28, and clear a 120 day residency test. To become Miss Arkansas USA there is no local title, no upper age limit and no marital bar for the Miss division, but the residency test drops to 90 days. And Arkansas does one thing no other state in this series does: it regulates beauty pageants by statute and makes registered operators post a $10,000 bond.
That bond is the single most useful thing an Arkansas entrant can know, so this guide starts there. Everything below was read in September 2026 from the organizations' own published pages, from the Arkansas Department of Finance and Administration, and from named Arkansas news coverage. Where a published page and reality disagree, and in Arkansas they do in two separate places, this guide says so.
Arkansas regulates beauty pageants by law, and that bond is yours to use
The Arkansas Department of Finance and Administration, through its Office of Excise Tax Administration, runs a beauty pageant registration program. Its rule is short: no person shall conduct a beauty pageant in Arkansas unless registered with the Department. The governing statute is Arkansas Code Annotated sections 17-21-101 et seq., and registration expires on December 31 of each year, so a legitimate operator is renewing it annually.
The part that matters to a woman being asked for an entry fee is the bond. A registered operator must file and have approved by the Department a bond of $10,000 with the registrant as principal obligor. That bond is payable to the State of Arkansas for the use of the Secretary and of any person who has a cause of action against the obligor for losses caused by a failure to conduct a beauty pageant. Read that again: the state of Arkansas has already built a recovery mechanism for the exact scam that hits pageant entrants everywhere else, the pageant that takes your money and then never happens.
Not every organizer has to post it. The statute exempts civic clubs that have existed for at least a year, nonprofit organizations, religious organizations, local government entities, schools and their affiliates, and operators whose continuing primary function involves the annual organization, promotion and sponsoring of a statewide talent and beauty pageant. That last exemption covers the long-established state programs. It does not cover the one-off promoter who rents a hotel ballroom, charges $400 a head and posts on Facebook.
So the practical move before you pay anyone in Arkansas is to ask, in writing, whether they are registered with the Department of Finance and Administration and, if not, which exemption they are relying on. An organizer running a real pageant will answer that in one line. This is the only state in this 26 state series where a plain consumer protection question like that has a statutory answer behind it, and almost nobody entering an Arkansas pageant knows to ask it.
Check the link before you plan anything: the local competitions page is a dead end
The Miss Arkansas Scholarship Organization tells prospective contestants, in its own words, that to become a Miss Arkansas contestant you must enter and win a local competition, or apply at the end of competition season to be an At-Large Contestant. Its main navigation carries a Local Competitions item, and the Become a Miss Contestant page carries a View Local Competitions button.
Both of those point at missarkansas.org/local-competitions, and in September 2026 that address returns the site's 404 page. Checked twice, with two different browsers. The actual list of local titles now lives behind my.missarkansas.org, the organization's candidate portal, which asks you to create an account before it will show you anything.
This is not a scandal, it is a broken link on a volunteer-run website. But it is the specific broken link standing between you and the one thing the organization says you must do first, so plan around it. Create the portal account, or email [email protected] and ask for the current list of local competitions, their dates, their entry fees and which of them are open titles. Do that before you buy a gown, not after.
The second stale page is the Diamonds page, which still advertises a state competition held June 6 to 13, 2026 at the Robinson Performance Hall in Little Rock. The 2026 competition week actually ran June 9 to 13, and Ava Weeks was crowned on June 13, 2026 at the Robinson Center in Little Rock. Same building, different week, and a page still showing last cycle's dates in September. Confirm the date and the city by email with your local director before you reserve a hotel or ask for time off.
How old do you have to be to compete for Miss Arkansas?
Miss Arkansas publishes the band word for word: Miss contestants must be no older than 28 on September 30, 2027 and no younger than 18 on September 1, 2027, per Miss America rules. Contestants who are eighteen may elect to compete in either the Miss or the Teen program.
Notice that both dates sit in the same cycle year. That sounds trivial until you read Indiana, which publishes its floor and its ceiling against two different years in a single sentence and leaves entrants to work out which one applies to them. Arkansas gets this right, and it matches the national Miss America range exactly rather than publishing something narrower. Alabama and Virginia both publish 27 against a national 28, and Louisiana publishes 17 to 25. If you are 28 and were told you had aged out somewhere else, Arkansas is worth a second look.
Do you have to live in Arkansas to compete for Miss Arkansas?
You have to satisfy one of three tests, and only one. Either you provide proof of residence in the state for at least 120 consecutive days before the competition date, or you are enrolled full time at an accredited college or university, with full-time status determined by the institution, or you are employed full time and in person in Arkansas for at least 120 consecutive days before the competition date, with full time meaning a minimum of 40 hours a week.
The enrollment door is the one people miss. A student at the University of Arkansas or Ouachita Baptist who kept her legal residence in Texas or Missouri still qualifies through school. The employment door is newer and stricter than it looks: it says in person, so a remote job for an Arkansas company does not carry you.
Here is the split that catches people. The Miss Arkansas USA route, which is the Miss USA side of the sport, runs a 90 day residency clause rather than 120. Two doors in one state, two different residency clocks. If you moved to Arkansas four months ago you may be eligible for one and not the other, so count the days against the specific pageant you are entering.
Can married women compete in Miss Arkansas USA?
Yes, and this is the finding worth the most to the most people. Read the Miss Arkansas USA eligibility page carefully, in the raw markup rather than a summary, and the Miss delegate requirements come to exactly two lines: you must have been born during the year 2007 or before, and you must never have participated in a previous national Miss USA pageant. That is it. No upper age limit. No marital bar. No motherhood bar.
The marital and motherhood language does exist on that page, but it sits under the Miss Arkansas Teen USA heading, where it applies to teen delegates who are also bounded by birth years 2007 to 2011. Arkansas is the third state in this series where the bar sits under the Teen heading and gets misread as applying to everyone, after Kentucky and Oklahoma. If you are 31 and married, the Miss Arkansas USA door is open to you and the Miss Arkansas door is not.
The 90 day interstate lockout nobody warns you about
Buried in the Miss Arkansas USA contestant agreement is a clause that changes how you plan a season. If you do not win the state pageant and you intend to establish permanent and primary residency in another state, you may not compete in another state's pageant preliminary to the Miss USA pageant for at least ninety consecutive days after the date of the state pageant.
In plain terms: you cannot lose in Arkansas in the spring and move to a neighboring state to try again a month later. The clause exists to stop title shopping, and it is enforceable because both pageants report into the same national system. If a move is on your horizon, decide which state you are competing in before you enter, not after.
Do you have to win a local title first, or can you go straight to state?
For Miss Arkansas, one of the two. The published route is to enter and win a local competition, and the alternative is to apply at the end of competition season to be an At-Large contestant. The At-Large route is real, it is written on the organization's own page, and it is the answer for a woman who found the sport in April rather than the previous September. It is also the harder road, because At-Large candidates arrive at state without the year of local coaching, appearances and sponsor relationships the local titleholders bring.
Confirmed Arkansas local titles from the recent cycle include Miss Southwest Arkansas, Miss Greater Little Rock, Miss Greater Jacksonville, Miss University of Central Arkansas and Miss Arkansas Delta. Note that a title carrying a university name is usually a closed title. Under Miss America guidelines a closed title, one restricted by geography or by school, may only be awarded if three candidates who actually meet that closed requirement compete. Ask your director in writing whether the title is open or closed and how many candidates are entered, because a local you traveled to and paid for can end without a crown being awarded at all.
What are the phases of the Miss Arkansas competition?
Five: personal interview with the judges, health and fitness, on stage conversation, evening gown and talent. Every contestant must also carry a Community Service Initiative that she works on and promotes through her year of service. Talent is still a scored phase in Arkansas, which is worth knowing if you came from a Miss USA style pageant where it is not, because a talent that reads well in a living room and a talent that reads well from row twenty of the Robinson Center are different things.
What does the winner of Miss Arkansas actually get?
Ava Weeks, 21, of Conway, a secondary English education student at Ouachita Baptist University competing as Miss Southwest Arkansas, was crowned Miss Arkansas 2026 on June 13, 2026 at the Robinson Center in Little Rock. She took a $30,000 scholarship funded by the Ted and Shannon Skokos Foundation, and also won overall talent, overall onstage conversation and the Jessie Bennett Leadership Award. Miss Arkansas' Teen 2026 is Presley Bennett, 17.
The organization states that in 2025 it awarded more than $300,000 to its Miss and Teen contestants plus more than $250,000 in in-kind scholarships. On the other side, Anna Claire Hay of Fayetteville was crowned Miss Arkansas USA 2026 on May 3, 2026 at The Center for the Arts in Russellville, with Raquel Olea taking the Teen USA title. Miss Arkansas USA is produced by Vanbros and Associates, based at 23712 W 83rd Ter, Shawnee, Kansas 66227, which also produces Illinois, Kansas, Missouri, Nebraska and Oklahoma. Your Arkansas state pageant is run from an office in another state, which is normal in this sport and worth knowing before you pick up the phone.
How many times has Arkansas won Miss America?
Three times. Donna Axum of El Dorado won in 1964, Elizabeth Ward of Russellville in 1982, and Savvy Shields of Fayetteville in 2017. Arkansas has one Miss USA title, Terri Utley in 1982, and Olivia Halsey placed in the top 20 in 2025.
Nineteen eighty two is the year worth remembering, because Arkansas held both national crowns at the same time. Only a handful of states have ever done that; South Carolina managed it in 1994 with Kimberly Aiken at Miss America and Shannon Marketic at Miss USA. Is there a Slavic connection to Arkansas?
There is, and it is more literal than anywhere else in this series. There is a town in Prairie County called Slovak, Arkansas. It was founded in 1894 after the Slovak Colonization Company of Pennsylvania bought 3,000 acres, and twenty five families reached the site, then called Slovactown, that fall, mostly farmers and coal miners leaving the industrial northeast, the same corridor that still holds most of the country’s Slovak heritage pageant families today. Marche, in Pulaski County about twelve miles north of Little Rock, was settled by Polish immigrants and is described by the Encyclopedia of Arkansas as one of the most successful immigrant resettlement efforts in the state's history. Marche is also the community that sent ten Polish families on to Harrah, Oklahoma in 1892, which is why the Arkansas and Oklahoma stories in this series keep touching.

Then the Miss Arkansas door is closed to you on age, the Miss Arkansas USA door is open unless you have already competed at national Miss USA, and either way you are looking at months before the next entry window. That gap is why this site exists.
