The whole Miss West Virginia local circuit runs through six organizations, the smallest in any state we have mapped, and the three systems set three different age rules and three very different prices. Here is which route fits which entrant, what each one actually costs, and the part of the published record you will have to confirm yourself.

What pageants actually run in West Virginia
Three organizations send a West Virginia woman to a national final, and they are separate companies with separate rules. The Miss West Virginia Organization is the Miss America preliminary: it is the scholarship route, it requires a talent, and you cannot walk in off the street, because you have to arrive holding a local title. Miss West Virginia USA is a licensed Miss USA state pageant produced by Empower2 Productions LLC, the same company that produces Miss Indiana USA. It has no talent phase and no local-title requirement. Miss West Virginia Volunteer feeds Miss Volunteer America, keeps talent, and publishes its rules more plainly than either of the other two. The current titleholders show how separate the tracks are: Elizabeth Romanek of Wheeling was crowned Miss West Virginia on June 20, 2026 at the Airborne Event Center in Martinsburg and represented West Virginia at Miss America 2027, held September 6, 2026 in West Palm Beach, Florida, while Alanna Lynch of West Liberty was crowned Miss West Virginia USA a week earlier, on June 13, 2026, at The Culture Center in the State Capitol Complex in Charleston. Two women, two crowns, two national stages, and neither result affects the other. One woman has held titles in both: Kelly Lea Anderson was Miss West Virginia 1982 in the Miss America system, then Miss West Virginia USA 1984, where she finished first runner-up at Miss USA and reached the top seven at Miss World the same year.

Four things worth knowing before you pick a West Virginia route
Each of these changes which pageant is realistic for you, and none of them is obvious from the entry forms.
Six organizations run the entire local circuit
The Miss West Virginia Organization lists six local organizations statewide, and between them they award sixteen Miss titles plus a Teen title for each. Miss Berkeley County runs Berkeley County and North Eastern. Miss Elkins Area runs Elkins Area, Tygart Valley, Potomac Highlands and Central West Virginia. Miss Morgantown runs Morgantown, University City and Mon Valley. Miss Ohio Valley runs Ohio Valley and Marshall County. Miss Shenandoah runs Jefferson County, Shenandoah and Blue Ridge. Miss Tri-State Area runs Tri-State Area and Capital City. That is far fewer doors than Alabama, which lists 43 preliminaries, or Louisiana, which lists about 27.
A single competition can hand out several titles
The state organization heads its local list with one line that changes how you should plan: multiple titles are awarded with a qualifying number of contestants. In practice a local organization holding four titles does not necessarily hold four separate events. It awards as many crowns as its entry numbers justify at the competition it runs. That is why six organizations can still feed a full state field, and it is why entering early matters more here than in a state with dozens of standalone preliminaries.
The circuit skews north and east, away from the coalfields
Look at where those titles sit. Berkeley County, Jefferson County, Shenandoah and Blue Ridge are all in the Eastern Panhandle. Morgantown, University City and Mon Valley are in Monongalia County. Ohio Valley and Marshall County are the Northern Panhandle. Elkins, Tygart Valley and Potomac Highlands are the highlands. Only Tri-State Area and Capital City reach toward Huntington and Charleston, and the southern coalfield counties have no listed local at all. If you live in Beckley, Bluefield or Williamson, expect to travel.
The price gap between systems is four to five times
The Miss America route is the cheap one. Registration with the national organization runs $35 once per local season, and each local you enter costs $75, so one local is about $110 and three is about $260. Miss West Virginia Volunteer publishes a flat state entry fee instead: $450 for early bird registration by November 18 and $500 after that. Same state, same year, same general commitment, and roughly a four to five times difference in what you hand over before you compete. Budget for the route, not for pageantry in general.

The sequence differs by system. This is the order that actually works.
Decide which national final you want
Miss America means talent, a community service initiative and a local title first. Miss USA means no talent, no local title, and no upper age limit. Miss Volunteer America means talent plus a published service requirement. Pick the finish line before you pick a pageant, because you cannot switch systems mid-season.
Match yourself to one of the six local organizations
For the Miss America route, contact the executive director of the organization that covers you. The state site publishes names, phone numbers and email addresses for all six: Berkeley County, Elkins Area, Morgantown, Ohio Valley, Shenandoah and Tri-State Area. Ask which titles they expect to award this season and how many entrants they need to award each one.
Confirm the age rule in writing before you pay
The national Miss America rule for this cycle is no older than 28 as of September 30 and no younger than 18 on September 1. Third-party pageant directories still list West Virginia at 17 to 25, which is the band Miss America used before it widened the rule. We could not read an age line on the state site to settle it. If you are 17, or 26 and up, get the answer by email from the state office before you send a fee.

Who enters
Your Slavic heritage in West Virginia
West Virginia has the deepest Slavic story of any state in this series, and it is concentrated in one corridor. Coal, steel and glass pulled tens of thousands of Central and Eastern Europeans into the state between 1880 and 1920. By 1908 Poles were the third-largest immigrant group in the West Virginia mines, behind only Italians and Hungarians, and the Polish population reached almost 15,000 by 1930. Poles were the largest ethnic group outright at Raleigh in Raleigh County, at Scotts Run in Monongalia County and at Whipple and Carlisle in Fayette County, and they carried the iron and steel work in Wheeling and Weirton. The Northern Panhandle still holds five distinct communities. Weirton has roughly 400 Serbian families and the only Serbian Eastern Orthodox church in the state, with the Petar Krstich Choir and a Serbian American Cultural Center built in 1997. About 175 Croatian families live around Benwood and Wheeling and another 150 in Weirton, with a Croatian Cultural Club organized in 1956 by Mike Perkovic and the Velebit tamburitza orchestra. Wheeling counts about 200 Polish families, and the stained glass of its closed St. Ladislaus church showed the saints of Poland and North America. Around 250 Czechoslovakian families cluster near Weirton around St. Mary Byzantine Catholic Church, and a Czech radio hour still airs on WOMP 1290 AM. Roughly 55 percent of the state Ukrainian community lives in the same corridor, with a Ukrainian festival every July. It is worth noticing where this year state titleholders come from: Elizabeth Romanek is from Wheeling and Alanna Lynch is from West Liberty, both in that Northern Panhandle corridor.

For the Miss America route, yes. You must arrive at the state final holding a local title, which is why the six local organizations matter so much in a state with this few of them. Miss West Virginia USA does not require a local title, and neither does the online route here. That single difference decides the timeline for most entrants.
No. West Virginia is one of only four states, with Maine, South Dakota and Wyoming, that has never won Miss America, Miss USA or Miss Teen USA. The best finishes are real, though: Ella Dee Kessel was second runner-up at Miss America in 1965, Elizabeth Lynch was third runner-up in 2023, and Ruth Parr in 1957 and Kelly Anderson in 1984 were both first runner-up at Miss USA.
In the Miss USA system, yes. Justus Kelley, 31, married and a mother, won Miss USA 2026 on August 27, 2026, the first married woman and first mother to take the title in 75 years. Miss West Virginia Volunteer runs a separate Mrs. Rhododendron division for married entrants. The Miss America route remains restricted to women who have never married.

Miss West Virginia USA was crowned at The Culture Center in Charleston in June 2026, and Capital City is one of the two titles run by the Miss Tri-State Area organization.
